Bandoleer, M-14, 6-pocket, cotton body and strap. Most are clearly 60's dated. These are the "short" bandoleers that hold the 5 round stripper clips. Bandoleers may be marked for various types of .30 Cal or 5.56 Cal ammunition (for example some are marked for 8 round Garand En-Blocs), but they are all the "correct" standard size and 6 pockets.
